Is it pay-to-win?

Short answer: no

We do not sell weapons, ammo, armor, stat boosts, or damage of any kind. There is nothing you can buy to out-gun someone in a fair fight.

The only paid perk is VIP, and it is pure convenience and defense — better raid alerts and slower base decay. It helps you hold on to what you loot; it does not help you take it from someone else.

Everyone drops into the same world and loots the same map.
